Yes, the person is caught with a certain cheat (possibly not seen before) and has an Untrusted flag applied to their profile for the period of the investigation (the VAC engineers possibly test the "cheat" and make sure that it is actually a cheat or not). Then, based on their findings they would either apply a VAC ban on remove the Untrusted flag. I have personally seen someone get an Untrusted flag removed (it was in their screenshot) and then a VAC ban was displayed on the profile which was later removed. After some research to a certain thread there were also cases of this happening before (Untrusted ban being removed). What gave me this idea of the account being investigated is that there was a picture of an e-mail that was sent in regards to their Untrusted ban being removed and it said something along the lines of that the account was being investigated.
