As an insider on this project, I can confirm that the NPCs, (if you didn't already didn't know about the bodygroup system) will feature bodygroups for headwear, department insignia, footwear, ranks, and other such features which are already a large part of the Luftwaffe and NSDAP packs (NSDAP has these features to a smaller degree). The main units come in two varieties, Maines and Saliors, with lower ranking officers and petty officers for each group Generals (Admirals) come in only one variety. Syntax has informed me that the Shore Uniforms for the Kriegsmarine are nearly finished.
